В состав первого пакета включены восемь телеканалов:  «Первый канал», «Россия», «Культура», «5 канал - Петербург», «Вести-24», «Детский канал», «Спорт», и «НТВ». Вещание ведется в европейском стандарте DVB-T, все каналы передаются в эфирной полосе частот одного аналогового канала, для Петербурга это 35 канал, для других районов области выделены 21, 24, 30, 39 и 41 каналы. Для телеприема эфирных цифровых каналов нужен HDTV со встроенным DVB-T тюнером или специальная абонентская приставка к обычному телевизору.<br /><br />Одно из основных преимуществ цифрового TВ, кроме повышенной помехозащищенности,  создание интерактивного телевидения с возможностью получения видео по запросу.<br /><br />В течение февраля трансляции ЦЭТВ проходят в тестовом режиме в будние дни с 12 до 20 часов.
