<b>Российская телевизионная и радиовещательная сеть (РТРС) снова выразила недовольство решением Госкомиссии по радиочастотам (ГКРЧ), прекратившей выдачу частот и лицензий для аналогового телевещания. В РТРС считают, что время для этого еще не пришло, и надеются скорректировать решение ГКРЧ.</b><br /><br />Гендиректор РТРС Геннадий Скляр вчера вновь заявил о своем несогласии с решением Госкомиссии по радиочастотам (ГКРЧ) о прекращении выдачи частот и лицензий для аналогового телевещания. По его мнению, это решение хотя и согласуется с интересами операторов, уже запустивших в ряде регионов цифровое вещание, но не дает развиваться аналоговому, передает его слова агентство Прайм-ТАСС. Глава РТРС сказал, что ФГУП будет добиваться "корректировки" решения ГКРЧ. В Мининформсвязи не смогли прокомментировать заявление РТРС.<br /><br />В Мининформсвязи объясняли свое решение тем, что мораторий на выдачу частот и лицензий станет дополнительным фактором, способствующим эффективной реализации концепции цифровизации ТВ-вещания. По заявлениям ведомства, уже выданные аналоговые лицензии будут продлеваться вплоть до окончания перехода на цифровое ТВ.<br /><br />Г-н Скляр вчера заметил, что прекращение выдачи частот будет актуально лишь после разработки соответствующего плана и графика по внедрению цифрового телевещания в регионах. Частотно-территориальный план деления РФ должен быть разработан до конца первого полугодия 2008 го­да, еще примерно через такой же срок должна начаться выдача частот и лицензий на цифровое вещание. Татьяна Толмачева, аналитик iKS-Consulting, заметила, что в ситуации некоторое несоответствие: "С одной стороны, концепция цифровизации обсуждается довольно давно, однако окончательно ситуация с цифровым ТВ неясна, возникли и проблемы с развитием у аналогового вещания". По мнению г-жи Толмачевой, те игроки рынка, которые получат аналоговые частоты, все равно потом будут переходить на цифровое вещание, поскольку "цифровое телевидение позволяет предоставлять более широкий пакет услуг". Вероятность того, что аналоговые операторы будут в результате тормозить внедрение цифрового ТВ, не столь велика, заключил эксперт.<br /><br />Элдар Разроев, гендиректор "Системы Масс-медиа", считает, что в отрасли есть довольно серьезные проблемы с регулированием: "В частности, у нас есть лицензия на мобильное телевидение, но по непонятным причинам процесс получения разрешительной документации тормозится".<br /><br />Топ-менеджер федерального канала говорит, что решение ГКРЧ приостанавливает развитие его телеканала. "Это волнует любой федеральный канал, так как приостанавливает его приход в регионы. Однако мы понимаем, что это объективные меры для подготовки к переходу на цифровое вещание". С ним соглашается гендиректор телеканала 2X2 Наталия Вашко: "России необходимо готовиться к переходу на цифровое вещание, поэтому это логичные меры. После этого перехода будет уже не 15, а 500 каналов. Поэтому сейчас нет смысла биться за частоты".
