Правительство РФ одобрило концепцию развития телерадиовещания на 2008-2015 годы. Как сообщила в понедельник пресс-служба кабинета министров, соответствующее распоряжение подписал премьер Виктор Зубков.<br /><div align="center"><img src="http://www.hdtv.ru/uploads/posts/1196722287_ntvantenn.gif" style="border: none;" alt='Правительство одобрило концепцию развития телерадиовещания' /></div><br />Правительство также утвердило план мероприятий по реализации этой концепции, в который среди прочего входит разработка федеральной целевой программы (ФЦП) "Развитие телерадиовещания в РФ на 2008-2015 годы".<br /><br />План также предусматривает утверждение состава пакета обязательных к распространению на территории всей страны теле- и радиоканалов, разработку и утверждение первоочередных национальных стандартов в области цифрового телерадиовещания, совершенствование порядка лицензирования деятельности в области телерадиовещания с учетом перехода на цифровые технологии, перевод в цифровой формат архивных материалов Госфильмофонда, Гостелерадиофонда и Союзмультфильма.<br /><br />Реализаций плана мероприятий по реализации концепции, согласно распоряжению, будут заниматься Мининформсвязи, Минкультуры, Минэкономразвития, Минфин, Россвязьохранкультура, Ростехрелугирование, Федеральная таможенная служба и Минюст.<br /><br />Как ранее сообщал глава Минкультуры Александр Соколов, ФЦП "Развитие телерадиовещания в РФ на 2008-2015 годы" будет содержать экономические расчеты по переходу на цифровое вещание. Министр также отмечал, что все социально значимые информационные каналы, к которым привыкло население, останутся в свободном доступе. По его словам, никакого, даже внешнего подобия монетизации не произойдет: то, что к чему привыкли в аналоговом распространении, сохранится и в цифре.<br /><br />В свою очередь, руководитель Россвязьохранкультуры Борис Боярсков отмечал, что каналы свободного доступа будут существовать в эфире за счет рекламы, а остальные будут распространятся по подписке и существовать за счет абонентской платы. Он уточнил, что концепция развития телерадиовещания предполагает снятие ограничений по распространению каналов одним вещателем, а отношения между вещателем и оператором связи будут регулироваться на договорной основе.<br /><br />Глава Мининформсвязи Леонид Рейман со своей стороны сообщал, что концепция предполагает создание модели электронных СМИ, в ней также четко прописана роль государства в процессе перехода на цифровое вещание и вовлечение участников рынка в этот процесс, в том числе построение сетей на основе частно-государственного партнерства. Министр также подчеркивал, что для подключения к цифровому вещанию гражданам придется покупать специальные приставки.
