Рекомендации участников 5-й ежегодной конференции "Развитие цифрового вещания в России"В конференции приняли участие ведущие специалисты России, занимающиеся проблемами разработки и внедрения цифровых технологий в телерадиовещании, операторы телерадиовещания, представители телерадиокомпаний. Общее количество участников – 230 человек.
На конференции было заслушано более 30 докладов по основным направлениям:
  • создание аппаратуры и средств измерений для цифрового телевидения и радиовещания;

  • стратегические направления развития и технологического переоснащения сетей телевидения и радиовещания в России;

  • технические и экономические аспекты реализации стратегии развития цифрового телевидения в России;

  • современные технологии и перспективы развития цифрового телевидения;

  • стандартизация в области цифрового телерадиовещания;

  • создание средств измерений для цифрового телевидения и радиовещания;

  • конвергенция технологий вещания, телекоммуникаций и Интернета;

  • развитие рынка услуг связи в области телерадиовещания.

Заслушав и обсудив доклады о состоянии и перспективах внедрения цифровых технологий в системе телерадиовещания России, участники конференции отмечают:
  • в России начата работа по внедрению цифровых технологий в системе телевещания;

  • готовится производственная база по серийному выпуску цифрового телерадиовещательного, измерительного оборудования и бытовой техники;

  • ведется разработка ряда необходимых стандартов спутникового и наземного цифрового телевизионного вещания;

  • ведется работа по частичной конверсии частотного ресурса, разработке радиочастот для сетей цифрового и звукового вещания, их международная координация.

У России есть исключительный шанс реализовать возможность единой и общедоступной национальной сети эфирного цифрового телерадиовещания, для чего необходимо рассматривать эту задачу как комплексный проект общенационального масштаба, что требует сосредоточения ресурсного потенциала, планирования и управления в рамках государственной программы, учитывающей экономические, технико-технологические, социально-политические и иные аспекты задачи, так как ее решение затронет практически каждую семью, все регионы страны и интересы государства в целом.

Участники конференции считают, что внедрение цифрового телерадиовещания в РФ требует:
  • целенаправленной разработки стандартов, отвечающих требованиям сети телерадиовещания РФ и учитывающих возможности разработчиков и производителей;

  • подготовки соответствующих решений со стороны государства по обеспечению нужного качества подготовки кадров в учебных заведениях для области телерадиовещания, учитывающих потребности производства;

  • активной работы со стороны отечественных разработчиков и производителей по организации серийного выпуска оборудования и средств измерений цифрового телерадиовещания;

  • разработки системного проекта по развертыванию цифрового телерадиовещания в России;

  • разработки концепции производства аппаратуры цифрового телерадиовещания.


Участники конференции поддерживают практику проведения ежегодной конференции по проблемам внедрения и развития цифрового телерадиовещания в России, проводимой при поддержке Министерства культуры и массовых коммуникаций Российской Федерации, Министерства информатизации и связи, Федерального агентства по печати и массовым коммуникациям, Федерального агентства связи.
