Авторы законодательной инициативы предлагали запретить скачивание нелегальных копий фильмов, музыкальных композиций, программных продуктов и пр., полагая тем самым защитить интересы правообладателей.<br /><br />Однако парламентарии решили иначе, полагая, что такая мера полностью не решит проблему распространения пиратского контента, но посягает на неприкосновенность частной жизни веб-пользователей.<br /><br />В результате было принято соломоново решение с введением дополнительного налога на компьютеры и комплектующие, который покроет убытки владельцев копирайта из-за неконтролируемого скачивания материалов через интернет. Облагаться будут персональные компьютеры, смартфоны, планшеты, а также устройства хранения информации, в частности жёсткие диски.<br /><br />Предполагаемый размер налога с 1 января 2013 года составит от 1 евро за накопитель и до 5 евро за компьютер или ноутбук. <br />
