Министр информационных технологий и связи Леонид Рейман подписал приказ, который утверждает <b>"Правила применения цифровых систем передачи телевизионного и звукового вещания"</b>. Новые "Правила" регламентируют технические требования к цифровым системам передачи телевизионного и звукового вещания. По мнению экспертов, этот нормативный акт фундаментален, ведь на его основе будет происходить лицензирование оборудования.<br />В "Правилах" прописаны технические требования к параметрам оборудования, входящего в состав цифровых систем передачи телевизионного и звукового вещания. В списочном порядке устанавливается принадлежность оборудования к системам передачи телевизионного и звукового вещания. Более того, правилами озвучивается стандарт цифрового вещания (MPEG-4) и указывается на обязательность сертификации перечисленных типов оборудования.<br />Правила распространяются на следующие виды оборудования:<br />1) телевизионный кодер, обеспечивающий преобразование электрического сигнала изображения и электрических сигналов звукового сопровождения в цифровую форму, их кодирование по стандарту MPEG-4, формирование однопрограммного транспортного цифрового потока из потоков электрических сигналов изображения, звукового сопровождения и дополнительной информации;<br />2) телевизионный декодер, обеспечивающий прием транспортного потока, состоящего из закодированных по стандарту MPEG-4 цифровых сигналов изображения, звукового сопровождения (вещания) и потоков данных, декодирование электрических сигналов выбранной телевизионной программы с соответствующими сигналами звукового сопровождения (вещания);<br />3) телевизионный мультиплексор, обеспечивающий формирование группового транспортного потока по стандарту MPEG-4, из асинхронных транспортных потоков телевизионных программ и дополнительных цифровых потоков;<br />4) телевизионный демультиплексор, обеспечивающий формирование из группового транспортного потока асинхронных транспортных потоков программ телевещания и дополнительных цифровых потоков;<br />5) кодер звукового вещания, обеспечивающий аналого-цифровое преобразование электрических сигналов звукового вещания и формирование цифрового сигнала звукового вещания со скоростью передачи n 64 кбит/с (n – количество канальных интервалов со скоростью передачи 64 кбит/с, занимаемых в цифровом потоке);<br />6) декодер звукового вещания, обеспечивающий преобразование цифровых сигналов звукового вещания, следующих со скоростью n 64 кбит/с в аналоговый сигнал звукового вещания;<br />7) устройство ввода (вывода) цифровых сигналов звукового вещания, обеспечивающее ввод (вывод) от одного до нескольких цифровых сигналов звукового вещания со скоростью передачи n 64 кбит/с в цифровой поток со скоростью 2048 кбит/с.
