В среду 14 марта состоялась встреча представителей Ассоциации кабельного телевидения России (АКТР) и Национальной ассоциации телерадиовещателей (НАТ) под председательством Президента АКТР Ю. Припачкина и Президента НАТ Э. Сагалаева.<br /><br /><img src="http://www.hdtv.ru/uploads/posts/1174143835_right_top_vert.jpg" align="left" style="border: none;" alt='Вещатели и кабельщики: не против, а вместе.' /> Соглашение о сотрудничестве между АКТР и НАТ было подписано в конце прошлого года. События последних дней: обсуждение проблем телевизионной индустрии на II-й Межотраслевой конференции 6 марта, Указ Президента России о создании Федеральной службы по надзору в сфере массовых коммуникаций и связи от 12 марта, а также реакция медиасообщества на февральское решение Федеральной конкурсной комиссии по поводу пула каналов для цифрового телевещания в Ханты-Мансийском АО, - поставили ряд вопросов, которые были вынесены на эту встречу. Есть все основания считать состоявшееся обсуждение имеющим важные последствия для развития отрасли.<br /><br /> Во-первых, участники встречи пришли к выводу о необходимости объединить усилия для более эффективного представления интересов вещателей и операторов кабельного телевидения в решении проблем, связанных с переходом телерадиовещания на цифровые технологии. В связи с этим решено определить «повестку дня» из наиболее важных вопросов, образовать в этих целях рабочую группу.<br /><br />Во-вторых, стороны договорились об определении структуры взаимоотношений субъектов медиарынка, включая производителей программ, вещателей, операторов связи и кабельного ТВ, контент-интеграторов и провайдеров, рекламодателей, абонентов и пользователей.<br /><br /><img src="http://www.hdtv.ru/uploads/posts/1174143931_natrv.gif" align="left" style="border: none;" alt='Вещатели и кабельщики: не против, а вместе.' /> В этом плане первоочередной является задача прояснить и зафиксировать правовую и финансовую основы отношений вещателей, операторов и абонентов, чего, по мнению экспертов, не достает вступившим в силу с 1 марта 2007 года Правилам оказания услуг связи для целей телерадиовещания.<br /><br />Очевидной стала необходимость разобраться в проблемах концентрации – конкуренции во всем, что касается технологии, финансовых потоков, тарифов, создания новых сетей, производства и ввоза бытовой техники, включая приставки к телевизионным приемникам.<br /><br />Еще один аспект цифровизации телерадиовещания – подготовка стандартов и спецификации оборудования приема – передачи телевизионного сигнала и программ. Были сформулированы проблемы сложного состояния отрасли в целом, по своей инфраструктуре похожей на американскую, а по стандартам – на европейскую.<br /><br />Наконец, вновь возник вопрос классификации телерадиоканалов в связи с необходимостью определить критерии и принципы их группировки в цифровые пакеты.<br /><br />Одной из социальных проблем является проблема соотношения каналов свободного и условного доступа. Ведь по существу речь идет о доступе населения страны к социальному благу, которым являются телевидение и радио, и объемы и содержание которого должны существенно возрасти, получить новое качество в связи с переходом на многопрограммное, интерактивное вещание с мультимедийными возможностями. Участники встречи не раз обращались к зарубежному опыту, считая необходимым и целесообразным широкое применение его в ходе подготовки Федеральной целевой программы «Развитие телерадиовещания в Российской Федерации (2007 – 2015 годы)».<br /><br />На встрече было принято решение о создании совместной Рабочей группы по подготовке предложений в Правительственную комиссию по развитию телерадиовещания для эффективного представления интересов вещателей и операторов кабельного телевидения в решении проблем, связанных с переходом телерадиовещания на цифровые технологии. Рабочую группу возглавили: Вице-президент НАТ А. Малинин и Вице-президент АКТР М. Силин.<br /><br />Участники встречи отметили, что ее результатов с интересом ожидают в Министерстве культуры и массовых коммуникаций, Мининформсвязи, Федеральном агентстве по печати и массовым коммуникациям, во всем медиасообществе.<br /><br />По «горячим следам» можно сделать первый вывод: руководство НАТ и АКТР определили приоритеты и готовы объединить усилия профессиональных, промышленных кругов и общественных организаций для участия в выработке четкой и продуманной стратегии перехода к цифровому вещанию.
