На прошлой неделе российские операторы кабельного ТВ начали массовое перезаключение договоров с подписчиками в связи со вступлением в силу Правил оказания услуг связи для целей телерадиовещания.<br /><br />1 марта вступили в силу Правила оказания услуг связи для целей телерадиовещания, утвержденные правительством в декабре прошлого года. Ранее договоры между оператором кабельного ТВ и абонентом заключались в произвольном порядке, сейчас их предстоит заключать согласно форме, установленной правилами.<br /><br />Больше всего нареканий со стороны участников рынка вызывает тот факт, что форма лицензии на телевещание, выдаваемой Росохранкультуры вещателю, предполагает, что каждый телеканал внутри кабельной сети будет вещать на одной, зафиксированной в лицензии, конкретной частоте.<br /><br />"В лицензии записывается конкретная частота вещания внутри кабельной сети, причем одна на всю территорию распространения,– говорит генеральный директор "Стрим-ТВ" Григорий Новицкий.– То есть теперь оператор кабельного ТВ при формировании пакетов телеканалов не может транслировать на этой частоте другой продукт до окончания срока лицензии вещателя, которая выдается на пять лет".
