Во вторник в Мининформсвязи РФ был направлен проект бюджета программы цифровизации российского телевидения, подготовленный ФГУП "Российские телерадиовещательные сети" (РТРС). Согласно бизнес-плану, до 2015 года инвестиции в проект должны составить 159,6 млрд руб. Как отмечают эксперты, проект РТРС выглядит убедительнее, чем программа цифровизации ТВ, подготовленная самим Мининформсвязи, а его реализация потребует в два раза меньше затрат.<br /><br />В соответствии с программой РТРС 159,6 млрд руб. (89 млрд из которых до 2015 года должны быть выделены из госбюджета) позволят к 2012 году сделать цифровое ТВ доступным для 90% российских домохозяйств. Начало работ запланировано уже на этот год, в течение которого планируется потратить 30 млрд руб.<br /><br />По пунктам бизнес-план РТРС совпадает с проектом, представленным Мининформсвязи на заседании комиссии 26 декабря прошлого года. Совпадает и оценочная стоимость большинства мероприятий программы. Например, объем финансирования трансляции общедоступного пакета каналов должен составить 28 млрд руб., инвестиции в строительство и модернизацию телебашен и передающих вышек – 14,91 млрд руб.<br /><br />Однако в проектах РТРС и Мининформсвязи есть серьезные расхождения. Так, на закупку приставок, которые будут предоставляться населению для просмотра цифрового ТВ, Мининформсвязи планирует потратить 140 млрд руб., а РТРС – 52,5 млрд. Бюджет создания наземных и спутниковых систем передачи телесигнала, по оценкам Мининформсвязи, составит 123,3 млрд руб., по подсчетам РТРС – 31,2 млрд. РТРС и Мининформсвязи предусматривают в проектах различные объемы финансирования из госбюджета (соответственно 89 млрд руб. и 96 млрд руб.). За счет этих расхождений общий объем бюджета программы цифровизации по версии Мининформсвязи оказался в два раза большим, чем в проекте РТРС,– 357,8 млрд руб. против 159,6 млрд руб.<br /><br />"При наших расчетах стоимости приставок мы исходили из цен, предлагаемых отечественными производителями, в частности российско-корейским СП с компанией Globaltech, которое организуется сейчас в Ингушетии,– сказал руководитель аппарата генерального директора РТРС Андрей Паутов.– Каждая его приставка будет стоить менее 1 тыс. руб.". Что касается ретрансляции цифрового ТВ, то, по словам господина Паутова, РТРС намерены реализовать программу запуска малых телетрансляционных спутников: "На два спутника мы планируем потратить $120 млн".<br /><br />В Мининформсвязи расчеты РТРС назвали необоснованными. "РТРС представили таблицу распределения финансирования направлений реализации программы,– пояснили Ъ в пресс-службе министерства.– Однако РТРС не детализируют и не поясняют структуру расходов, за счет чего планируется снижение затрат по отдельным статьям. И это предмет отдельного согласительного совещания, которое состоится в ближайшее время". Свою методику расчетов стоимости приставок и ретрансляционной сети в министерстве не раскрывают, однако отмечают, что все они являются предварительными: "Все ключевые вопросы, включая определение окончательного бюджета, источников финансирования, головного исполнителя, могут быть согласованы и утверждены только в формате межведомственной комиссии".<br /><br />По мнению экспертов, проект бюджета программы от РТРС более привлекательный, чем расчеты Мининформсвязи. "РТРС требуют меньший объем бюджетного финансирования, да и в целом проект ФГУПа дешевле плана Мининформсвязи более чем в два раза",– отметил аналитик МДМ-банка Елена Баженова. По мнению госпожи Баженовой, удачно составленный бизнес-план даст РТРС весомое преимущество на стадии выбора основного исполнителя программы: "РТРС стремятся к тому, чтобы стать единственным исполнителем проекта. Удачно составленный проект бюджета может убедить правительство в том, что претензии ФГУПа состоятельны".<br /> <br />Директор по развитию компании "Коминфо-консалтинг" Евгений Соломатин не исключает, что теперь Мининформсвязи скорректирует свой проект бюджета программы цифровизации ТВ: он может быть урезан в "приставочной" части. "Очевидно, что бюджет, который Мининформсвязи хочет выделить на приставки, завышен,– сказал господин Соломатин.– Технологии развиваются, и эти устройства сейчас дешевеют.
