К 2015 году каждый россиянин сможет наслаждаться преимуществами цифрового ТВ, доложило на последнем заседании правительства руководство Мининформсвязи. Пока же около 65% населения страны не может принимать более четырех телеканалов, а около 1,7 млн. человек вообще не имеют доступа к телевидению. Перевести Россию на "цифру" чиновники планируют за счет средств операторов связи, поскольку государственные инвестиции в этом направлении, по их мнению, экономически нецелесообразны. Предполагается, что компании, заинтересованные в развитии цифровых технологий телевещания, должны на конкурсной основе получать соответствующие лицензии и разрешения, а потом инвестировать свои средства в создание необходимой сетевой инфраструктуры. В дальнейшем эти компании могут на коммерческой основе предлагать населению различные пакеты транслируемых телеканалов и определять условия оплаты этих услуг.<br /><br />По замыслам министерства, граждане, не имеющие возможности пользоваться телевидением "на коммерческой основе", совсем без "ящика" тоже не останутся. Операторов обяжут транслировать социальный пакет телепрограмм, который будет определяться государством. Малоимущим обладателям телевизоров аналогового формата будут предоставлены специальные приставки – на бесплатной или льготной основе. Как рассказал "НИ" заместитель директора департамента Мининформсвязи Аркадий Седов, если такие приставки будут производиться в России (а это вполне возможно), их цена не превысит 30–40 долларов. Общая стоимость программы пока не известна, но это, по словам специалиста, "не десять и не сто миллионов".<br /><br />Основные преимущества "цифры"– это не только более высокое качество изображения, но и возможность передавать от 4 до 8 каналов на одной частоте (сейчас – только 1). Как отметил Аркадий Седов, в деревнях, где обычно ограничивались 1–2 каналами, их станет не менее 10–12, а в Москве и Питере – до 170.<br /><br />Цифрового ТВ в полном объеме пока нет ни в одной стране. Пионером в будущем году станет Финляндия. В 2008 году от аналогового вещания откажутся Норвегия и Италия, в 2009 – США и Германия. По требованию Еврокомиссии, на цифру к 2010 году должны перейти все страны ЕС.
